Previous research has often relied on institutional frameworks or focused only on internal management. In contrast, this study distinguishes the two dimensions conceptually and interprets them as complementary. This approach highlights the multifaceted nature of anti-corruption policies. In addition, this study incorporates reciprocal strategies and the concept of %u201caltruistic egoism.%u201d It demonstrates that anti-corruption integrity policy does not remain at the level of institutional design. Instead, it can evolve into an organizational implementation mechanism. This analysis reconstructs the trajectory of Korea%u2019s anti-corruption policies from new perspectives. It also derives concrete managerial strategies to strengthen their effectiveness. By proposing an analytical framework that explains the transformation of integrity orientation, this study expands the theoretical horizon of integrity research.
