The Act is now in its 10th year since its enforcement. It can be said that the implementation of this Act has significantly enhanced public awareness regarding anti-corruption and markedly improved the integrity of the public sector. Accordingly, this study aims to analyze the achievements of the Improper Solicitation and Graft Act on its 10th anniversary and, based on the public%u2019s aspiration for a transparent society, examine the application and effectiveness of the law from a legal-policy perspective, ultimately proposing legislative reform measures to ensure the continued effectiveness of the Act.First, public consensus and favorability toward the Act have markedly increased compared to its early stages. A majority of citizens now view the Act as a useful tool for building a fair and corruption-free society.Second, according to Transparency International, the 2024 Corruption Perceptions Index (CPI) of the Republic of Korea has improved compared to the previous year. This improvement can be attributed to the active policy efforts and ongoing educational campaigns (i.e., integrity training) led by the Act%u2019s supervising agency, the Anti-Corruption and Civil Rights Commission (ACRC).
