Article 5(2), subparagraph 7, which provides exceptions based on %u201csocial norms,%u201d should be deleted to reduce ambiguity and ensure uniform application.The scope of the Act should be expanded to include employees of financial institutions and medical institutions with strong public influence, thereby extending the range of regulated individuals beyond traditional public officials.The current scope of application, which is limited to public officials and their spouses, should be expanded to include immediate family members (lineal ascendants and descendants) of the public officials as well as the lineal ascendants of their spouses, in consideration of the legislative purpose and potential indirect influence.In cases where violations occur (e.g., improper solicitation or the exchange of money or valuables), it is desirable for the imposition and collection of administrative fines to be handled by prosecutors via local police stations.
