Accordingly, this study proposes the establishment of a single reporting channel and digital evidence preservation system within the Ministry of National Defense (or each military headquarters), automatic activation of protective orders to prevent disadvantages (temporary deployment, contact blocking, security protection), a permanent independent investigation track separate from the chain of command, codification of procedures for refusing unlawful orders, including enumerated criteria and expedited legality reviews, and clarification of the scope and criteria of command responsibility.These proposals not only enhance the morality and efficiency of military organizations, but also serve as a minimum design for effectively guaranteeing constitutional rights in barracks. As a limitation, this study relied on a qualitative approach and public case studies.
